Bugzilla import - not enough licenses

Running Fogbugz 5.0, only 2 licenses.
running windows bugzilla import script
current bugzilla database has about 1300 bugs

when running through the bug import after importing 13 bugs script stops with following error messaage:

FogUtil4.NewBug.1 error 'a0000001'

Could not create new bug in the Bug table. Not enough licenses.

Surely this is not telling me I have to have a license for every person that opened up a bug in my old database, is it?  That can't possibly be true, can it?

You should be able to just deactivate the users once they are created by the script and then allow it to continue.  The bugzilla import script uses the same path that all bug creation does and so when it creates a new user for old cases, it doesn't know if that user is still currently in use or not.
