We commonly receive bugs / enquiries via the public (restricted) interface. Is it possible to configure the restricted interface to insist on end-users entering an e-mail address, even if they don't wish to track the status? This would allow us to understand who has submitted the request in all circumstances.

Relying on JS (or any other client-side elements) for validation is equivalent to securing your house's front door with Duct Tape.
It might _look_ locked, but one good push and you're in.
One possible option would be to modify the database table and set the email field to "not null," but the FogBugz code might accidentally circumvent this (by always inserting an empty string for all inputs (see also, Ruby on Rails).
