FogBugz does not have any strict workflow requirements. Basically FB operates on the idea that a case must be assigned to one and only one individual at all times. Also, when a case is resolved it is assigned back to the opener so they can verify that the bug they actually reported was the bug that was fixed (and then close the bug). Beyond that, there are no other strict workflow states. A bug is either active, resolved, or closed.
Start -> (Open a case) -> Active
Active -> (Edit or assign a case) -> Active
Active -> (Resolve a case) -> Resolved
Resolved -> (Close a case) -> Closed
Resolved -> (Reactivate a case) -> Active
Closed -> (Reopen a case) -> Active
I think that gives you the complete state transition diagram - it's from memory though so I might have missed something.
