Install Path Doesn't Work

When trying to install FogBugz 4, I get the following error:

The directory C:\Web Applications\FogBugz is already shared to the web in IIS. You must install the FogBugz program files in a directory that is not currently a part of an IIS web site.

The path specified is NOT shared as part of an IIS web site.  I created the "Web Applications" directory specifically to contain FogBugz. There is nothing in the directory. 

What am I doing wrong?

You are probably sharing c:\ somewhere in your IIS.  Right click on the C: drive and click Web Sharing properties tab, or open IIS and check all your virtual directories and make sure none of them point to c:\ or c:\Web Applications.
