Sometimes, after discussion, a request will require action from several different people, is it possible to 'split' a bug into two bugs and assign them to different people keeping the bug history intact for both instances?

No, nothing like that is available in FogBugz. When we encounter something like that at Fog Creek, we usually create a new bug that refers to the old bug (by typing BugzId:[id of the original bug] in the description of the new bug. That way, the bugs are automatically crosslinked, and it's easy to get to and see the bug history of the original bug, but there's less chance of confusion.
This would be a nice feature to have, quite often I get customers who will reply to a previous email with a new enquiry. It would be nice just to split this off to a new case easily.
