What sort of permission model is there in fogbugz?
i.e. if people are all assigned to the same project, can everyone then perform the exact same operations on the project?
Can a manager close a bug or only the person who created it originally? what if the person goes on vacation?

Our design principle is to trust the FogBugz user. This means pretty much, if you can change one thing about a case, you can change anything. We find that while this makes it so certain people with very rigid workflow requirements cannot use FogBugz, most of the rest of the world enjoys using FogBugz because it's so easy to use.
If someone goes on vacation, it already creates more work for everyone else. Why should your software compound that?
While I agree with your trust-based approach, we want to give our clients access to Fogbugz, but only their projects. Is there a way to restrict a user's access to one project?
